Reasonable Expectation of Operability


General Course Description:
The course is provides the student with expanded knowledge and skills in the application of Reasonable Expectation of Operability. Specifically, it examines the guidance of Regulatory Issue Summary 2005-20 as it describes the use of Reasonable Expectation of Operability for use during the generation of Immediate and Prompt Operability Determinations.


Recommended Student Population:
This is appropriate for graduates of "Response to Conditions Adverse to Quality."

The class begins presuming students have a firm foundation in the larger Operability Determination Process. If not, then a short review would be added at the outset.


Course Length:
The course can be from 5 hours to one day in length. It may be combined with other RIS-related topics such as Extent of Condition to make a complete 8-hour training session.


Method of Instruction:
The class introduces the concept of Reasonable Expectation of Operability by reviewing the definition in detail and illustrating the the concept with a basic graphic. A model to assist in the categorization of information developed in the course of an Operability Determination is introduced for use within the course.

The next segment comprises the majority of the course and consists of four illustrative examples.  Each example is analyzed utilizing the informational model and graphic developed in the first segment.  These examples range from simplistic to complex. Industry experience is extensively utilized. The examples are drawn from issues that have generated regulatory scrutiny at the selected sites. Ample opportunity is provided to discuss each example to ensure that the students fully understand the learning objectives and their implications.

The class may be to be customized for a specific site. This can include review of the site-specific procedural guidance and use of any recent useful, site-specific examples.
