Treatment of Digital Upgrades under 10 CFR 50.59


General Course Description:
This is a speciality course intended to provide the student with the required knowledge and skills to properly screen and potentially evaluate digital upgrades in accordance with 10 CFR 50.59. It identifies the central issues involved with digital upgrades and examines the details of the available regulatory guidance contained in NEI 96-07 and NEI 01-01. The guidance of BTP/HICB-19 is also reviewed as it applies to 10 CFR 50.59 reviews.


Recommended Student Population:
This course is appropriate for personnel who are previously qualified as 10 CFR 50.59 screeners and evaluators and who are involved with digital upgrades at a nuclear power plant.


Course Length:
The course is one and a-half days in length.


Method of Instruction:
The course identifies the elements of the 10 CFR 50.59 process that are crucial to the digital instrument upgrade process. It examines these aspects in detail, drawing from the guidance in NEI 96-07 (endorsed in Regulatory Guide 1.187) and in NEI 01-01/ EPRI TR-102348, Rev.1 (endorsed in Regulatory Issue Summary 2002-22). The interrelationships are graphically presented and routinely utilized as the course progresses.

The distinction between Regulatory Guides, Regulatory Information Summaries, and Branch Technical Positions will be covered.

All digital-related examples contained in NEI 96-07 and NEI 01-01 are reviewed to reinforce the concepts identified above.

Time will be allotted for students to discuss specific questions regarding their experiences or problems.


Degree of Site-Specific Customization,
if developed for a single site:
The class is not customized for a specific site. Therefore, the course is the same whether it is presented at a nuclear power plant site or at a central location such as Chicago, Illinois.


Special Course Features or Prerequisites:
As described above, prior qualification in both 10 CFR 50.59 screening and evaluation is essential. Additionally, familiarity with the specialized technical issues associated with digital upgrades is also very desirable.

2. Describe the 10 CFR 50.59 Evaluation Process as described in Regulatory Guide 1.187/NEI 96-07, Rev. 1
3. Define and Identify the distinction between Regulations, Regulatory Guides, Regulatory Issue Summaries, and Branch Technical Positions.
4. Define and Identify the guidance associated with digital upgrades contained in NEI 96-07 and  NEI 01-01.
5. Define and Identify the specific issues discussed in Regulatory Issue Summary 2002-22.
