10 CFR Evaluation Upgrade


General Course Description:
These courses provide the classroom instruction required for qualification as a 10 CFR 50.59 Screener and Evaluator. This course material is used at 32 nuclear power plants across the nation. The primary course is the three-day version of "10 CFR 50.59 and Related Processes".

This course covers:
1. The relationship of 10 CFR 50.59 to the Facility Operating License
2. The involvement of 10 CFR 50.59 with commonly-used power plant processes, such as Corrective Action, Operability, and Maintenance.
3. Applicability Determination
4. Screenings
5. Evaluations

The course material has been partitioned into these four courses based upon the needs of various clients.

The two-day course eliminates examples and discussion that provide reinforcement and alternative views of the core learning objectives.

The Screening Course addresses numbers 1 through 4 above.

The Evaluator Upgrade Course addresses number 5.

All courses include an examination to support the qualification process.

Most sites also require some familiarity with use of their site-specific forms as a prerequisite for qualification. Contact the nuclear plant of interest or LeBlond & Associates for assistance in determining the progress towards qualification these courses will provide at a particular site.


Recommended Student Population:

"10 CFR 50.59 and Related Processes", either the two or the three-day version, is appropriate for individuals being qualified as both 10 CFR 50.59 Screeners and Evaluators.

> "10 CFR 50.59 Screening and Related Processes" is appropriate for individuals being qualified as 10 CFR 50.59 Screeners.

> "10 CFR 50.59 Evaluation Upgrade" is appropriate for individuals currently qualified as 10 CFR 50.59 Screeners who wish to upgrade their ratings to include Evaluations.


Course Lengths:
"10 CFR 50.59 and Related Processes" is offered in two and three-day versions.
"10 CFR 50.59 Screening and Related Processes" is two days in length.
"10 CFR 50.59 Evaluation Upgrade" is one and a half days in length.


Method of Instruction:
These courses are based upon twenty-five examples that are used to illustrate the learning objectives and promote a more complete understanding. Facilitated discussion of the examples illustrates the concepts contained in NEI 96-07 and is the primary instructional technique. The examples are based upon typical power-plant situations and have actual plant reference material provided. The course's examples are based upon either GE BWR, Westinghouse PWR, or CE designed plants.


Degree of Site-Specific Customization,
if developed for a single site:
The twenty-five examples discussed above can be customized for a given site. The course material may be referenced to either NEI 96-07, Revision 1, or the USA Resource Manual.

All Instructional Material required to deliver the class, including lesson plans, exam banks, presentation files, posters, etc, is available.


Special Course Features or Prerequisites:
As discussed above, these courses contain twenty-five examples that provide a forum for illustrating and discussing the learning objectives.


Major Course Goals Extracted from the Presentation:

1. Define the regulatory purpose of 10 CFR 50.59
2. Define and apply each of the individual concepts that comprise 10 CFR 50.59 Screening and Evaluation.
3. Define and apply the legal and practical relationship between 10 CFR 50.59, 10 CFR 50.71(e), the Facility Operating License, Operability, and 10 CFR 50, Appendix B, criterion 16.
4. Integrate the concepts contained in #3 by application to site-specific examples.
